If you have a OBC caste certificate, but don't have a non creamy layer certificate, then you would be considered in open category. Even if you mention OBC in application form you would be automatically be considered in open category, so you might as well mention open category while filling the form. Please note: To get a non creamy layer certificate your salary should be below 6 Lakhs.

OBC stands for Other Backward Category. The annual income for deciding creamy and non creamy layer among is 8 lacs per annum from this year. Candidates whose parent's income is less than 8 lacs per annum come under non creamy layer of OBC and eligible for reservation benefits.
If your income is more than 8 lacs, you will be under creamy layer of OBC. You are not eligible for non creamy layer. you will be come under OBC Creamy layer category.

You can mark OBC in the application form and submit whatever documents you have. Even if they don't accept you as OBC, you will automatically be treated as open category. This would at least maintain your record as OBC in future for other admissions, if salary goes below 8 Lacs or any other reason.
